Former Capitol Police Chief Testifies on January 6 Security Failures
Former U.S. Capitol Police Chief Steven Sund testified on security
failures related to the January 6, 2021, attack on the Capitol before
the House Administration Subcommittee on Oversight. Mr. Sund, who was
chief when the attack happened, called the incident an "intelligence
failure," saying no intelligence agencies adequately warned him. He
also said he requested support from the National Guard on January 3,
but he was denied this by House Sergeant at Arms Paul Irving and Senate
Sergeant at Arms Michael Stenger, and that while the attack was
happening, he made multiple requests to the Pentagon for the National
Guard but was also denied due to "optics."
Steven A. Sund wrote a detailed book covering his work as Capitol
Police Chief during the attacks on the Capitol on January 6, 2021, when
members of the Electoral College (Electors) from all States had
gathered in a combined session to finalize the results of the 2020 US
Presidential Elections. According Sund the chain of command for US
Capitol Security and Intelligence was, shortly before Jan 6, changed,
where the Police Chief for the first time was overruled by both
Sergeants at Arms in House and Senate and the House Speaker, Nancy
Pelosi.
On Jan 3 the Capitol Police Chief received a intelligence assessment
issued by the U.S. Capitol Police IICD unit (Intelligence and Interagency
Coordination Division) [1] which did not alarm Sund as it did not contain
anything substantial besides the usual warnings for MAGA rally's. It
turned out that the IICD intelligence assessment, gathered by the IC
community, did include warnings for potential threats. Sund would only
read these after the event in a memo on Jan 7.
On Jan 4 the Secretary of Defense sent a memo to the Secretary of the
Army, and on Jan 5 a letter by the Secretary of the Army was sent to
the Commanding General of the DC National Guard in which restrictions
were put on the National Guard. In effect only after 6 p.m. on Jan 6
was the National Guard allowed to show up at the Capitol.
